Based in Qatar, he was the former chairman of the International Union of Muslim Scholars. He was also known as the spiritual leader of Muslim Brotherhood.
The cleric, who was in his nineties, was highly critical of Egypt's President Abdel Fatah al-Sisi.
He had been living in exile in Qatar since 2013, was granted the Qatari citizenship.
He had been tried and sentenced to death in absentia in Egypt in 2015.
